Unauthorized actions via unchecked license activation callback

Missing authorization in the Atarim plugin 4.2.1 and earlier allows remote attackers to perform unauthorized actions through a crafted request. The new_license_activation() callback processes attacker-controlled atarim_response data and writes plugin options and user metadata without a capability check. Any unauthenticated request can reach the init-hook callback, allowing license-state and configuration changes and service disruption.
