Unauthenticated debug disclosure via unchecked request handlers

Missing authorization in TaxCloud for WooCommerce 8.3.8 and earlier allows remote attackers to access administrative actions via crafted requests. The maybe_download_debug_report and trigger_update handlers act on GET parameters without checking an administrative capability or verifying a request nonce. Unauthenticated network access is sufficient to download a debug report or start the plugin update routine, exposing configuration data or disrupting site operation.
