Unauthorized badge awards via unchecked role assignment

Incorrect authorization in Moodle LMS allows remote authenticated users to receive badges for roles they do not hold. The badges/award.php handler checked award capability but trusted the supplied role criterion without confirming that the recipient held that role. A user with badge-award access could therefore grant a role-restricted badge to an ineligible account; the flaw does not itself assign the role.
