Suspended-user authentication bypass via unchecked LTI status

Authentication bypass in Moodle LMS allows remote authenticated users with suspended accounts to sign in through the LTI Provider. The legacy enrol_lti tool provider and LTI 1.3 authentication handler continue the launch flow without checking the matched database user's suspended flag. A suspended account and an enabled LTI Provider path are required; successful access exposes information and actions available to that account.
