Unrestricted file upload in Esri ArcGIS Server 10.9.1 through 11.5 allows remote attackers to place arbitrary files in upload directories. The ArcGIS Server application framework accepts uploaded file types without sufficient validation and stores them in designated upload directories. Exploitation requires race conditions, secret values, or a man-in-the-middle position; storage controls block execution, application or system file replacement, privilege escalation, sensitive-data access, and service interruption.
