Unrestricted file upload in Esri ArcGIS Server 10.9.1 through 11.4 allows remote attackers to place arbitrary files in upload directories. The upload path insufficiently validates submitted files before writing them to designated upload directories; Esri has not disclosed the responsible function. Unauthenticated network access plus race conditions, secret values, or man-in-the-middle conditions is required, while server controls prevent execution, application-file replacement, configuration changes, and sensitive-data access.
