Unauthenticated repository updates via short full-name matching

Improper webhook validation in Weblate before 5.15 allows remote attackers to trigger updates across many repositories with crafted payloads. ServiceHookView.post() accepts a blank or too-short full_name and feeds it to case-insensitive suffix filters, causing the query to match unrelated component repositories. Unauthenticated access to an enabled webhook endpoint is sufficient; the request schedules matching repository updates and exposes component counts in its response.
