Daemon hang via underflowed NAVCOM payload length

Integer underflow in the gpsd NAVCOM packet parser before 3.27.1 allows remote attackers to hang the daemon with a malformed packet. In nextstate() in gpsd/packet.c, an ID byte below four wraps the unsigned payload length toward SIZE_MAX, and the lexer keeps consuming input. Reachability requires attacker-controlled NAVCOM receiver input over a network or serial channel; exploitation drives CPU use to 100% and blocks service until restart.
