Command execution via upload blacklist bypass

Unrestricted file upload in Omnispace Agora Project before 25.10 allows remote authenticated users to execute commands. File::uploadControl relies on extension and MIME blacklists that accept .phar files, while UploadTmpFile lets the requester choose a path reaching the webroot. Authentication is normally required, but enabled guest access exposes the same path to remote attackers; execution depends on the web server handling the uploaded .phar file.
