Administrator account creation via missing CSRF validation

CSRF in the Turms Admin API 0.10.0-SNAPSHOT and earlier allows remote attackers to perform administrative actions through a victim's browser. State-changing Admin API endpoints accept POST, PUT, DELETE, and PATCH requests without validating an anti-CSRF token, while cached HTTP Basic credentials accompany requests in the administrator's browser. An authenticated administrator must visit attacker-controlled content; a successful request can create an administrator account or modify users and settings.
