Cross-tenant bucket access via retained MinIO policy

Incomplete cleanup in Apache CloudStack allows remote authenticated users to read and write a reused MinIO bucket. The bucket-deletion workflow removes the bucket but fails to delete its MinIO access policy, leaving the former owner's access and secret keys authorized for that name. Exploitation requires a later user to create a bucket with the same name; the former owner can then read and modify its contents.
