Cross-tenant VM creation via unchecked backup ownership

Improper authorization in Apache CloudStack 4.21.0.0 through 4.22.0.0 allows remote authenticated users to create VMs from other users' backups. The createVMFromBackup API accepts a backup ID without enforcing that the referenced backup belongs to the caller's account. The Backup plugin must be enabled and the account must have access to the affected API, exposing another tenant's backed-up VM data in a newly created instance.
