Process crash via unchecked CUDA device index

Denial of service in OneFlow 0.9.0 allows attackers to crash a GPU-enabled process by supplying an invalid CUDA device index. flow.cuda.get_device_properties() passes the unchecked index to cudaSetDevice(), whose failure triggers a fatal check and core dump. Reachability requires an application to pass attacker-controlled values into this API on a CUDA-enabled host; the demonstrated impact is termination of that process.
