Build-time command execution via predictable temporary file

Insecure temporary-file handling in OpenMPTCProuter 0.64 and earlier allows local users to execute commands during RUTX image builds. create_xor_ipad_opad calls mktemp, then opens the predictable path without exclusive creation, allowing a symlink swap before the write. Reachability requires control of the build environment or working directory; deployed firmware does not contain the affected build-time code.
