Authenticated reaction deletion via missing ownership check

Missing authorization in the reaction API of usememos memos before 0.25.3 allows remote authenticated users to delete others' reactions. DeleteMemoReaction accepts a caller-supplied reaction ID and passes it to Store.DeleteReaction without authenticating the caller or comparing the reaction's CreatorID with the current user. Any low-privileged account can delete reactions belonging to other users, but the flaw does not expose memo contents or permit broader data modification.
