Unauthenticated account creation via unchecked registration setting

Missing authorization in usememos memos before 0.25.3 allows remote attackers to create accounts through the user-registration API. CreateUser accepts unauthenticated requests without consulting DisallowUserRegistration, so POST /api/v1/users persists a new user despite disabled registration. The workspace must disable public registration; exploitation grants a normal application account that enables access to authenticated attack paths.
