Service crash via missing F-SEID validation

NULL pointer dereference in pfcpiface in omec-project UPF 2.1.3-dev allows remote attackers to crash the service via a malformed PFCP request. After association, handleSessionEstablishmentRequest passes the absent CPF-SEID IE to IE.FSEID(), dereferencing nil and panicking. Access to the N4/PFCP endpoint is required; repeated requests terminate the UPF process and disrupt user-plane services.
