Storage exhaustion via oversized HTLC preimages

Input validation in Nutshell before 0.18.0 allows remote attackers to consume a mint's database and disk with oversized HTLC preimages. The _verify_htlc_spending_conditions routine decodes and hashes a supplied hexadecimal preimage without enforcing the 64-character limit added by the fix, after which the mint stores the witness. Remote unauthenticated submissions can repeat the write until storage is exhausted; the public record does not establish a crash or data loss.
