Cross-user collection deletion via missing ownership check

Authorization bypass in The RomM Project RomM before 4.4.1-beta.2 allows remote authenticated users to delete other users' collections. The delete_collection() handler retrieves a user-selected collection ID and deletes the record without verifying that the requester owns it. Any authenticated account that can reach DELETE /api/collections/{id} can remove another user's collection record without reading ROM data.
