Private collection disclosure via unchecked object IDs

Authorization bypass in RomM before 4.4.1-beta.2 allows remote authenticated users to read other users' private collections via API. The GET /api/collections/{id} and /api/collections/smart/{id} handlers return collection data without checking ownership or the is_public flag. Any signed-in user who obtains or guesses another collection ID can disclose that collection's contents, without modifying data or disrupting service.
