Improper authorization in WBCE CMS before 1.6.4 allows remote authenticated users to gain full administrative access via a crafted profile update. The admin/users/save.php handler accepts the submitted groups[] array and overwrites group membership without verifying that a nonadministrator already belongs to each requested group. A low-privileged account with user-modification access can assign its account to the Administrators group, gaining control of CMS content, modules, and administrative tools.
