CGI input manipulation via environment override

Improper neutralization in CGI environment construction in Apache HTTP Server 2.4.0 through 2.4.65 allows attackers to alter CGI inputs. Configuration-defined environment variables take precedence over request-derived values that the server calculates for CGI programs, contrary to the documented separation of standard CGI variables. CGI must be enabled and a conflicting variable must be set in configuration; Apache has not published a more specific security consequence.
