Cross-account poll reopening via missing ownership check

Improper authorization in Rallly before 4.5.4 allows remote authenticated users to reopen other users' finalized polls. The polls.reopen endpoint accepts a caller-controlled pollId and reopens the referenced poll without verifying that the caller owns it. Any ordinary account can change another owner's finalized poll state, disrupting event scheduling and poll-data integrity.
