Private data disclosure via truncated UUID associations

Data exposure in Decidim 0.30.0 through 0.30.3 and 0.31.0.rc1 through 0.31.0.rc2 allows remote authenticated users to read another user's export. Decidim::PrivateExport attaches files through ActiveStorage, whose bigint record_id coerces each UUID to a numeric prefix and can associate two exports with the same attachment. A participant account and a colliding generated UUID are required; a successful collision exposes another participant's exported account data without altering it.
