Stored XSS via unsanitized welcome message rendering

Stored cross-site scripting in OWASP Dependency-Track Frontend 4.12.0 through 4.13.5 allows remote authenticated users to execute JavaScript. Login.vue decodes the public welcome-message property and assigns it for v-html rendering without sanitization; the administration preview uses the same unsafe sink. SYSTEM_CONFIGURATION permission is required to store the payload, and execution occurs when another user opens the login page, exposing that user's in-origin data and actions.
