Authorization bypass via unconditional wildcard evaluation

Improper authorization in OpenFGA 1.4.0 through 1.11.0 allows remote authenticated users to obtain incorrect access decisions. The Check and ListObjects evaluators incorrectly treat an unconditional public wildcard tuple as satisfying a relation defined only for conditional public access. Exploitation requires a model that permits conditional public access on a relation, excludes unconditional public access for that relation, and contains an unconditional wildcard tuple of the same type; affected applications can then grant access that policy intended to deny.
