Egress policy bypass via omitted empty CIDRSet

Improper access control in affected Cilium releases allows attackers to send traffic to destinations that an egress policy intended to block. The EgressRule.CreateDerivative path resolves AWS security groups to an empty CIDR slice, and the old JSON omission behavior drops toCIDRSet entirely instead of preserving an empty deny set. The affected ranges are before 1.16.17, 1.17.0 through 1.17.9, and 1.18.0 through 1.18.3; reachability requires a policy that names a nonexistent or unattached AWS security group.
