Runtime crash via mismatched fast-interpreter arrays

Out-of-bounds access in WAMR before 2.4.4 allows local users to crash the runtime by loading crafted Wasm bytecode. GET_GLOBAL(I32) can expand frame_ref_bottom without expanding frame_offset_bottom; a following if operation makes preserve_local_for_block traverse the shorter array using stack_cell_num. Fast-interpreter mode and nearly full frame arrays are required, and the published CNA assessment limits the consequence to loss of runtime availability.
