Cross-organization pre-enrollment via missing authorization check

Improper access control in Palantir Control Panel before 1.1401.0 allows remote authenticated users to pre-enroll users into other organizations. The user-creation API verifies edit permission on the enrollment-level user directory but omits a separate check that the editor belongs to or can access the target organization. The gate is a highly privileged enrollment editor account; the resulting user association crosses the editor's authorized organization boundary.
