Improper permissions in Conda Constructor before 3.13.0 allow local users to modify files installed by generated Windows EXE installers. The Windows NSIS template creates $INSTDIR with inherited parent ACLs and begins extracting files before revoking write access from authenticated users. A local user needs write access to the chosen parent directory; tampering is temporary for all-user installs but persists after single-user installs in shared directories.
