Configuration disclosure via anonymous xDS discovery

Missing authorization in kgateway 2.0.4 and earlier allows remote attackers to read sensitive configuration through the xDS port. The control plane's xDS gRPC interface accepts anonymous discovery clients and returns gateway data because no authenticator validates proxy identity. The same behavior affects 2.1.0-agw-cel-rbac through 2.1.0-rc.2; reachability requires unrestricted network access to the xDS port.
