Cross-namespace Secret disclosure via unchecked certificate reference

Missing authorization in Red Hat MARIN3R before 0.13.4 allows remote authenticated users to read Kubernetes Secrets across namespaces. The DiscoveryServiceCertificate reconciler's getIssuerCertificate method trusts the namespace in spec.signer.caSigned.secretRef and uses the operator client to fetch that Secret without requiring it to match the resource namespace. Permission to create a DiscoveryServiceCertificate in one watched namespace is sufficient, exposing TLS certificate and private-key material from namespaces the user cannot access directly.
