Attacker-directed connection via CSRF-prone HTTP endpoint

CSRF in Jenkins Start Windocks Containers Plugin 1.4 and earlier allows remote attackers to initiate connections to attacker-specified URLs. An HTTP endpoint accepts a state-changing request without requiring POST and passes the supplied URL into the plugin's outbound connection flow. Overall/Read permission is sufficient for direct access, while a forged request reaches the same behavior; the reported consequence is limited to an attacker-directed outbound connection.
