SVN policy changes via missing CSRF checks

CSRF in Enalean Tuleap Community before 16.13.99.1761813675 and Enterprise before 16.13-5 or 16.12-8 allows attackers to alter SVN controls. The updateHooksConfig and saveImmutableTag handlers accepted state-changing requests without checking a synchronizer token, while their forms omitted that token. A victim must be signed in and authorized to administer the target SVN repository; a crafted request can change its commit rules or immutable tags.
