Remote process crash via unchecked vector resize

Resource exhaustion in affected Fast DDS releases allows remote attackers to crash security-enabled processes via a crafted SPDP packet. The readOctetVector function passes an unbounded wire-supplied vecsize to std::vector::resize before verifying that the declared bytes exist. The target must run DDS Security and receive attacker-controlled RTPS discovery traffic; the demonstrated consequence is process termination.
