Administrator account creation via tokenless GET request

CSRF in Magewell Ultra Encode firmware 2.3.206 allows remote attackers to create administrator accounts through its web interface. The /usapi?method=add-user endpoint accepts a state-changing GET request without checking an anti-CSRF token, Origin header, or Referer header. An authenticated administrator must load attacker-controlled content; the resulting account permits direct administrative login and device control.
