Administrative takeover via missing role enforcement

Improper access control in GCOM EPON 1GE C00R371V00B01 allows remote authenticated users to gain full administrative control. The web UI and configuration API omit role enforcement for administrator-only settings, while the backup feature returns an unencrypted configuration containing the administrator password. A low-privileged User account can change restricted settings and download the backup, exposing credentials that grant full device administration.
