CPU exhaustion via quadratic Range merging

Denial of service in Kludex Starlette 0.39.0 through 0.49.0 allows remote attackers to exhaust CPU via a crafted HTTP Range header. FileResponse._parse_range_header scans accumulated results while merging numerous disjoint ranges, producing quadratic processing time. Exposure requires an endpoint using FileResponse or StaticFiles; one unauthenticated request can delay service without reading or altering data.
