Mentor assignment tampering via unchecked self-reference

Access control failure in Wikimedia GrowthExperiments before 1.39 allows remote authenticated users to alter mentor assignments through its API. ApiSetMentor waives the setmentor permission whenever the caller names the caller as mentor or mentee, without confirming that the supplied mentor is registered. Any signed-in user with an API token can assign an unqualified account as another user's mentor or claim an arbitrary account as the caller's mentor.
