Weak random values via false RDSEED success

Insufficient entropy handling in AMD Zen 5 processors allows local users to influence 16-bit and 32-bit RDSEED output. Affected forms can return zero at a nonrandom rate while setting the carry flag to success, causing callers to accept failed seed generation as valid. Local low-privileged code must execute an affected form; the 64-bit form is unaffected, and consumed output can undermine confidentiality and integrity.
