Local privilege escalation via unsafe ltq-ptm ioctls

Kernel memory corruption in OpenWrt before 24.10.4 allows local users to read and write arbitrary kernel memory through ltq-ptm ioctls. The ptm_ioctl handlers dereference user-supplied pointers directly instead of using copy_to_user and copy_from_user, and they omit a CAP_NET_ADMIN check. Reachability is limited to Lantiq xrx200, danube, and amazon SoCs using DSL in PTM mode; it permits ujail sandbox escape, while VRX518 and ATM mode are unaffected.
