Unauthenticated code execution via setup template injection

Code injection in ChurchCRM before 5.21.0 allows remote attackers to execute commands through the unauthenticated setup wizard. setup/routes/setup.php inserts unvalidated form values into a PHP template and writes the result to Include/Config.php, which later page loads execute. Exposure is limited to installations with the setup wizard reachable, but successful injection runs commands as the web-server account.
