Admin-browser script execution via decoded rule names

Stored cross-site scripting in LibreNMS 25.8.0 allows remote authenticated users with administrator access to execute script in a browser. The alert-rule form applies strip_tags() to the name, but an XML character reference survives storage; Bootgrid later decodes it while rewriting an unescaped table cell. Administrator access is required to create or update the rule, and viewing the Alert Rules page triggers script execution in the affected admin browser.
