Assessment timer bypass via direct submission-page access

Improper authorization in Moodle LMS timed assignments allows remote authenticated users to extend assessment time by bypassing the timer. The submission-page handler rendered the edit form for a new timed submission with no start timestamp, so direct page access exposed the assessment before the timer began. Exploitation requires a student account in a course with timed assignments enabled; the consequence is extra assessment time and compromised grading integrity.
