Password guessing via unrestricted web-service login attempts

Improper authentication-attempt restriction in affected Moodle LMS releases allows remote attackers to guess account passwords. The user_login_webservice() path queried users by username and host alone, then passed any match to internal password validation; the fix limits lookup to active webservice-auth accounts. Exposure requires mobile or web services to be enabled, and repeated unauthenticated requests can test passwords for known usernames.
