Quiz information disclosure via omitted active-enrollment filter

Incorrect authorization in Moodle LMS 4.5.0 through 4.5.6 and 5.0.0 through 5.0.2 exposes quiz details to remote authenticated users. The mod_quiz notification helper calls get_enrolled_users without the onlyactive flag, so suspended or expired course enrolments remain in its recipient list. An account with an inactive course enrolment is required, and exposure is limited to course information contained in quiz messages.
