Reflected script execution via unsafe href scheme

Reflected XSS in LibreNMS before 25.7.0 allows remote attackers to execute script in a user's browser through a crafted project_issues value. The report_this function in includes/functions.php applies generic HTML entity encoding to project_issues before placing it in an href, so a javascript URI remains executable. Exploitation requires a user to follow the crafted request, after which script runs in that user's LibreNMS origin and can read or alter browser-accessible data.
