Arbitrary file read via symlinked picture upload

Local file inclusion in text-generation-webui 3.13 and earlier allows remote attackers to read server files through picture uploads. The character picture handler accepts a text upload that resolves to a symbolic link and serves the linked file without rejecting the link. No authentication or user interaction is required; readable configuration and credential files are exposed without integrity or availability impact.
