Cross-instance organization assignment via unvalidated user IDs

IDOR in affected Liferay Portal and Liferay DXP releases allows remote authenticated users to make cross-instance organization assignments. UserServiceImpl.addOrganizationUsers passed supplied user IDs to the membership service after checking only assignment permission on the organization, without validating each user's virtual instance. The caller must authenticate, hold organization member-assignment permission, and supply a user ID from another virtual instance; the consequence is unauthorized organization membership modification.
