User redirection via encoded organization-switch path

Open redirect in Grafana 11.3.x through 12.0.x allows remote attackers to redirect authenticated users through organization switching. The organization-switch redirect accepts a percent-encoded slash and backslash path and returns it as a Location target that browsers resolve to an external host. Exploitation requires multiple organizations, a victim who belongs to both organizations and opens the crafted link, and knowledge of the victim's current organization ID.
